The National Olympic Committee of the Solomon Islands (NOCSI) is a beneficiary of the International Olympic Committee (IOC) Olympic Solidarity Programme (OSP) which promotes Olympic ideals within National Olympic Committees (NOCs) worldwide.
Athletes are positioned at the heart of the Olympic Solidarity Programme. Built with funding from the sales of broadcasting rights of every edition of the Olympic Games, the Programme aims to provide assistance to all National Olympic Committees (NOCs) for athlete development programmes, in particular those with the greatest needs of it.
The support is provided through multi-faceted programmes that prioritise athlete development, but also training of coaches and sports administrators, and promoting the Olympic values - aligned with Rule 5 of the Olympic Charter.
The three sections – World Programmes, Continental Programmes and IOC Subsidies for NOCs’ Participation in Olympic Games and Youth Olympic Games - available through Olympic Solidarity function autonomously and complement one another. They cover the objectives of the NOCs, which are mainly to improve their functioning and organisational ability; to create or develop efficient structures; to organise training courses at various levels; and to benefit from the technical and financial resources available, which in turn will benefit their athletes.
NOCSI benefits from the Olympic Solidarity Programme through all three sections. It accesses grants through World Programmes directly with OSP. It also accesses grants through the Continental Programmes which are administered by the Oceania National Olympic Committees (ONOC). It has also received continuous support in the funding of athletes and entourages to the editions of the Olympic Games it attends.
Under the Continental Programmes, the following are accessible on an annual basis: USD125,000 for National Activities Programme (NAP); USD20,000 Sport Development Officer Grant; USD20,000 Education Officer Grant (for sport education aligned with the ONOC OSEP); and USD20,000 Finance Officer Grant.
Of the grants outlined, the latter two were introduced in 2021 in order to improve sport education and to improve financial management and reporting as per the IOC requirements. As one of 17 NOCs in Oceania, NOCSI looks forward to utilising these opportunities to improve its operations and financial performance for the benefit of athletes and their sport federations.
Under Olympic Solidarity, NOCSI also has access to the following grants once within every four-year quadrennial cycle: USD10,000 for National and or Regional Games; USD20,000 Sports Equipment Grant which applies to sports-specific and necessary equipment used in Olympic sports only.
Like other NOCs in Oceania, NOCSI is a beneficiary of the uniquely Oceania Continent OlympOceania Grant of USD 195,000 per NOC created to support all 17 NOCs establish a national headquarters. The grant was also created to enable NOCs to offer their sporting federations to have administrative space were this to be shared with member NFs and also to allow innovation for income generation.
The current support and technical assistance NOCSI is receiving from both IOC and ONOC in improving organisational functions is toward ensuring that NOCSI benefits from all current and future grants going forward.
NOCSI is fully engaged in this not only for its own improvement but also toward supporting Solomon Islands athletes, federations and the Government and National Hosting Authority (NHA) deliver the SOL2023 PACIFIC GAMES.
